この演習では、公共政策や現代政治理論を含む政治学の様々なテーマについて、英語で議論する力を鍛えることを目標としています。ゼミにおける議論は、全て英語で行います。英語圏への留学を計画していたり、留学から帰ってきたばかりであったり、英語力を維持したいと考えている学生や、英語で議論できるようになるための努力を惜しまない学生は大歓迎します。毎回、英語で発言・報告をしたり、議論したりすることが求められますので、能動的な参加を必須とします。
This seminar is designed to develop your skills to discuss, in English, various topics in political studies including Public Policy and Contemporary Political Philosophy. All discussion in this seminar is held in English. Students who have a plan to study in an English speaking country in near future, who just came back from studying abroad, and who would like to maintain your English fluency are particularly welcome, but not necessary. Please be advised that active participation is essential; you are, in every session, required to make speeches and presentations and have discussions. |

授業の目的 |
この演習は、大学院法学府国際コース「アジアにおける比較政治・行政プログラム（CSPA）」との合同ゼミです。CSPAの学生のほとんどは留学生ですので、この演習に参加すれば、英語で議論する能力を鍛える完璧な環境に浸ることができます。
この演習の最終的な目標は、政治学の概念や理論を使って、英語で政治や社会について論じることができるようになることです。そのために、本年度の演習では、(1)公共政策立案実践、(2)公共哲学（現代政治理論）の２部構成とします。
This is a joint seminar with the "Comparative Studies in Politics and Administration in Asia (CSPA)" Programme, an international programme of Graduate School of Law. Most students enrolled in the CSPA programme are international students. You can, therefore, enjoy perfect environment to improve your skills to discuss in English through participating in this seminar.
The ultimate aim of this seminar is to enable you to argue politics and society in English with using academic concepts and theories of political studies. The seminar in this academic year, for this purpose, consists of two parts: (1) Public Policy Making Practice and (2) Public Philosophy (Contemporary Political Theory). |

授業の概要・計画 |
(1)前期：公共政策立案実践
例えば、「福岡市の国際化政策はどのように改善できるか」といった問題を立て、具体的な政策立案を行います。その際、実際に福岡市で行政に携わる方の視点で評価してもらうことも考えています。机上での演習ではなく、現実の行政で採用される政策を立案する能力を磨きます。
(2)後期：公共哲学（現代政治理論）
後期の演習では、公共問題にかかわる現代の政治理論の書物を読み解いていくことを考えています。具体的なテキストは学生のみなさんと相談の上で決定します。
(3)最終論文
年度末までに、英語による論文の提出を求めます。これをゼミ論の替わりとします。
(4)ゼミ研修旅行
2015年夏季：辺野古基地移設問題の調査（沖縄）
2016年春季：町並み保存政策の調査（金沢）
2016年夏季：離島における日韓関係最前線の調査（対馬・釜山）
2017年春季：歴史的伝統を生かした観光政策の調査（宮崎）
2017年夏季：諫早湾干拓問題の調査（長崎・諫早）
(1) Policy-Making Practice
Students are required to make a public policy in a real setting; for example, ’how can we improve the international policy of Fukuoka City’. We may be able to invite one or two public officer(s) from Fukuoka City to evaluate the students’ policy proposals. In this sense, this seminar is to improve your policy-making skills for the real public administration, not for armchair pedantry.
(2) Autumn Semester: Public Philosophy (Contemporary Political Theory)
The second half of this seminar is devoted to read texts in contemporary political theorry relevant to public issues. The texts will be decided by a discussion with the students taking this course.
(3) Final essay
You are required to submit an academic essay (research paper) in English at the end of this course. This essay substitutes for Zemiron.
