The purpose of this course is to understand the recent debates surrounding the issues of nuclear disarmament, arms control and non-proliferation, and to contemplate whether and how these issues can be promoted in order to achieve a world without nuclear weapons. |
授業の概要・授業計画 |
This course is divided into two parts. Part one: Overview lecture of definitions and background, and framework of nuclear arms control and non-proliferation (February 1) Part two: Student presentations and discussions (March 21-23) - Students are required to make a 15-20 minutes presentation(s) summarizing the assigned chapter(s) of the International Commission on Nuclear Non-proliferation and Disarmament, Eliminating Nuclear Threats: A Practical Agenda for Global Policymakers (2010), and providing your comments and discussion points. Students will then discuss each of the issues presented. - Students are recommended to familiarize themselves with the policies of their respective countries on your own and use them in your presentations and discussions. - Students are also recommended to compare your assigned chapters with other articles, reports, and resolutions in your presentations and discussions. - Students have to send to the lecturer the electronic files of your read-ahead memos of their presentations by March 9 via e-mail. The memos will be distributed to the other students participating in this course prior to the second session for the active discussions. - Selections of chapter(s) of presentations will be made during Part one of this course. - Lecturer may give some supplementary comments, including discussion points and latest developments of the issues. - Contents (chapters) of the ICNND Report: 1. The Risks Associated with Peaceful Uses of Nuclear Energy 6. Disarmament: Making Zero Thinkable 7. Disarmament: A Two-Phase Strategy for Getting to Zero 8. Non-Proliferation: Constraining Demand and Supply 9. Strengthening the Nuclear Non-Proliferation Treaty 10. Strengthening Non-Proliferation Disciplines Outside the NPT 11. Banning Nuclear Testing 12. Limiting the Availability of Fissile Material 13. Sustaining an Effective Counter-Terrorism Strategy 14. Responsible Nuclear Energy Management 15. Multilateralizing the Nuclear Fuel Cycle 16. A Package for the 2010 NPT Review Conference 17. Short Term Action Agenda: To 2012 – Achieving Initial Benchmarks 18. Medium Term Action Agenda: To 2025 – Getting to the Minimization Point 19. Longer Term Action Agenda: Beyond 2025 – Getting to Zero 20. Mobilizing and Sustaining Political Will |
