Concept:

Our objective is to take the Nara Document beyond being a mere tool for the implementation of the World Heritage Convention, and accepting it as a major landmark document that brought about a tectonic shift in the understanding of what heritage is in different cultural contexts.

While Nara was originally intended to open the world's eyes to the way that Japan conceived of its heritage, Nara made the West realize that these Japanese concepts are not really exclusively Japanese, but in fact, have universal applicability, and have begun to reshape the way heritage is perceived in the West and everywhere.

However, there is still no clear document that explains how the concepts contained in Nara have altered our perception and how they may be applied in all parts of the world. From this viewpoint, first of all we should reach a more in-depth understanding of the spirit and intent of the Nara Document.

We began an attempt to do this with the Himeji Declaration, but this remains only a very short text, almost a declaration of our intent to continue this analytical work. This remains our goal for the documents now being drafted by the various working groups.
